TEMPORARY IMPORTATION OF GOODS AND CARGO WITHOUT PAYING DUTIES AND PAYMENTS or  Temporary Admission Convention (Istanbul) 

This provision applies to the following products:

  1.  Products intended to be displayed or used at exhibitions, fairs, conventions or similar events.
  2. Professional equipment  - press, radio and television equipment, cinematographic equipment, other equipment.
  3. Containers, pallets, packages, samples and other goods imported as part of a trade operation.
  4. Consignments imported as part of a manufacturing operation (matrices, clichés, forms, drawings, plans, models, instrumentation and other similar items).
  5. Goods imported for educational, scientific or cultural purposes, leisure.
  6. Personal effects of travelers and goods imported for sporting purposes.
  7. Tourism advertising equipment
  8. goods imported as part of border traffic (including residents of the border zone).
  9. goods imported for humanitarian purposes.
  10. VEHICLES (CARS, YACHTS).
  11. Regarding animals.
  12. Goods imported with partial exemption   from payment of import duties and taxes.

Temporary Admission Convention (Istanbul) 

Customs regime that allows the importation into the customs territory of certain goods (including vehicles) conditionally exempt from import duties and taxes , without the application of prohibitions or restrictions of an economic nature on imports; such goods (including means of transport) must be imported for a specific purpose and intended for export within a specified period.

ATA Carnet Convention and Convention on Temporary Admission (Istanbul Convention). 
Both Conventions are WTO/CCC instruments for temporary admission of goods. The ATA system, which is part of both Conventions, allows freedom of movement across frontiers and temporary admission of goods into the customs territory, exempting from taxes and duties. Goods are accompanied by a single document known as an ATA carnet. The functioning of the ATA system is ensured with the help of international guarantees.
